Framework DevelopmentGovernment agencies in the New Zealand are required to publish a three- to five-year Statement of Intent (SOI) each year that lays out the agency's outcomes and outcome performance measures. Both of these typically take the form of frameworks. Outcomes frameworks include outcomes, intermediate outcomes, and explanations of why the outcomes are important. Performance measurement frameworks include outcomes measures and performance indicators, and they map both back to the outcomes through intervention logic. Most agencies now have several years of experience developing outcomes and intermediate outcomes. In some cases, it is obvious how intermediate outcomes relate to end outcomes. Other cases require explicit intervention logic to demonstrate how achievement of the intermediate outcomes contributes to achievement of end outcomes. In some of these latter cases, the agency has yet to publish the intervention logic and leaves it to the reader to make the leap. Performance measurement for outcomes, while required by the central agencies, has proven a bit more difficult. Many agencies still measure outputs and have a difficult time measuring outcomes. It is typically easier to measure outputs than it is to measure outcomes, but it is often difficult to map outputs back to outcomes with sound intervention logic.
